The Rebuilding Vulnerability Gap: Rising Contractor Demand Meets a Dangerous Lack of Vetting

Built for the Rebuild Header

When a major storm, fire, or flood tears through a community, the rebuilding starts within days, and so does the scramble to find a contractor. That rush is good for honest builders. It also opens the door to storm-chasers and unlicensed operators who follow disasters in search of a quick payday. We wanted to know where that pressure is building next, and how prepared homeowners are to tell a qualified contractor from a risky one.

So we built the Rebuilding Demand Index, ranking all 50 states on where post-disaster contractor demand is set to climb the most, and paired it with a survey of 1,005 U.S. homeowners on how they hire after disaster damage. The two tell one story: the surge in rebuilding demand is meeting a widespread lack of awareness among homeowners about how to verify contractor credentials.

Key Takeaways

  • Tennessee tops the nation for projected contractor demand, with 14 federal disaster declarations and 30 billion-dollar disaster events from 2021 to 2024.
  • The highest projected contractor demand is concentrated in Tennessee, Arizona, Florida, Texas, South Dakota, Kentucky, North Carolina, Georgia, Arkansas, and Nebraska.
  • Nearly 7 in 10 homeowners who hired a contractor after disaster damage (69%) never verified the contractor's state license.
  • More than a third of homeowners (37%) do not know how to check whether a contractor is licensed in their state.
  • A verified state license makes homeowners feel most protected when hiring, chosen by more than half (54%), ahead of a written contract (44%) and insurance company involvement (42%).
  • More than 3 in 5 homeowners (62%) would use a free tool that instantly verifies a contractor's license and complaint history.

Where Contractor Demand Is Set To Surge

Our index ranks every state by how quickly the need for rebuilding help is climbing.

US map ranking all 50 states by projected contractor demand, with Tennessee, Arizona, and Florida highest.

Tennessee topped the nation for projected contractor demand, driven by 14 federal disaster declarations and 30 billion-dollar disaster events from 2021 to 2024. The rest of the top 10 highest-demand states spanned the South, Southwest, and Plains: Arizona, Florida, Texas, South Dakota, Kentucky, North Carolina, Georgia, Arkansas, and Nebraska.

Two forces pushed a state up the ranking. Tennessee, Florida, and Kentucky ranked among the highest for disaster need, while Arizona and Texas were lifted more by building activity, permits, and construction jobs than by disaster history. Texas recorded the most billion-dollar disaster events of any state (57), and Arizona had the strongest construction employment growth at about 27%.

South Dakota was the surprise among the top five, the only Northern Plains state to reach it, carried by eight federal disaster declarations and construction activity that outpaced the national rate.

The Verification Gap

When homeowners have to hire fast, the checks that protect them are the first to go.

Checklist showing that 69% of homeowners never verified their contractor's state license, while only 31% did.

Nearly 7 in 10 homeowners who hired a contractor after disaster damage (69%) never verified the contractor's state license, the one credential that confirms a contractor is legally authorized to work in the state. More than a third (37%) said they would not even know how to check.

The gap ran wider for some. Women who hired contractors were more likely than men to skip the license check (74% vs. 64%), and millennials were the most likely generation to say they did not know how to verify one (39%). Speed raised the stakes, too. More than a third of hired homeowners (36%) paid half or more of the job upfront before work began, rising to more than half among Gen Z.

The Protection Homeowners Trust Most

Homeowners are clear about what would make them feel safe hiring after a disaster.

A verified state license makes 54% of homeowners feel most protected, and 62% want a free verification tool.

A verified state license made homeowners feel most protected when hiring, chosen by more than half (54%), ahead of a written contract (44%) and insurance company involvement (42%). Women were more likely than men to name a license as the top protection (57% vs. 52%).

The appetite for an easier way to check was nearly universal. More than 3 in 5 homeowners (62%) said they would use a free tool that instantly verifies a contractor's license and complaint history. Counting those who might, 98% were at least open to a tool like this, with only 2% ruling it out.

The cost of skipping the checks fell hardest on younger owners. Nearly 1 in 3 Gen Z homeowners had a bad contractor experience, their own or someone they know, compared with 12% of baby boomers.

Hiring Smart When Everyone Is Rebuilding

The rebuilding is coming, and in the states at the top of our index, it is coming fast. The homeowners most exposed to it are often the ones hiring in a hurry, skipping the very check they say matters most. The fix is not complicated. Before signing anything, confirm the contractor is licensed and bonded in your state, get the scope and price in writing, and be wary of anyone who shows up uninvited or asks for a large payment before the work begins.

Methodology

We surveyed 1,005 American homeowners in 2026 to reveal how they hire and vet contractors after disaster damage and what makes them feel protected. The average age was 45. By gender, 53% were female, 46% were male, and 1% identified another way or preferred not to say. Generationally, 12% were baby boomers, 31% were Gen X, 49% were millennials, and 8% were Gen Z. The percentages in this study may not total exactly 100% due to rounding. All participants were adults aged 18 or older.

The Rebuilding Demand Index scores all 50 states from 0 to 100 on two equally weighted pillars, disaster need and building activity. Each underlying signal is standardized across the states, combined into the two pillars, and rescaled to that range. All inputs cover 2021 to 2024.

The two pillars draw on four public datasets:

Washington, D.C., is excluded as a city rather than a state, and rankings describe the highest- and lowest-ranked states among the 50 included, not absolute claims about any state. Scores are relative to that range, so a score near 0 marks the lowest demand in the set, not the absence of demand. The index is backward-looking by construction, using recent activity as a leading signal. The NOAA billion-dollar database covers 1980 to 2024 and is now maintained by Climate Central. FTC home-repair fraud figures were reviewed for context and are not part of the score.
